Landowners can express their willingness to sell from March 1 to April 30. After the window closes, HSVP will initiate negotiations.

Notably, the authority will not use forceful acquisition. Instead, it will follow voluntary participation through the portal or adopt a land pooling mechanism. Therefore, the process ensures consent and negotiation rather than compulsion.

As a result, landowners gain a structured opportunity to monetize their assets.

Phase 2 and 3: Expansion Beyond Core Gurugram

However, the strategy does not stop at central Gurugram.

In Phase 2, HSVP plans to procure over 5,000 acres in Sohna, Pataudi, and Gwal Pahari blocks. The portal will remain open from May 1 to June 30. Subsequently, in Phase 3, the authority will target over 1,200 acres in sectors 1, 3, 4, and 5 of Farrukhnagar, with the portal open from July 1 to August 31.

Simultaneously, HSVP has announced plans to procure 20,500 acres in Faridabad and adjoining areas in separate phases.

Clearly, the government intends to create a strong land bank for future urban expansion. At the same time, it aims to prevent unregulated plotting and illegal colonies.
